Every layout program except PCB can deal with specctra files.

Once Upon A Time, Specctra was the only router that worked well 
enough that anyone would want to use it.  Even their competitors 
used it, licensed it, etc.

Over the years, others came out, some better than Specctra, some 
not as good.  The effort to develop competing routers escalated 
when Specctra was acquired by Cadence.
