PCB is PCB and > it's version should be independent of other packages. 2.0 would be fine, but there's a fork of pcb that claims 3.0 so we decided to jump to 4.0 to avoid confusion. We've also historically reserved the "2.0" version for Harry, since it was his project back in the 1.99a days.
