Although I do not see this as a typical pcb bug, it may solve the need for the unfortunate Ubuntu 13.04 users who run into this situation, and LP may pop-up a confirmation question when someone tries to file a bug report and give a pointer to your solution that way. And before you ask, I don't know how to link this 'bug' to the upstream package responsible. Kind regards, Bert Timmerman.
