This has been reported months ago in September 2012 on launchpad. It is
a regression that was introduced by patch that was meant to streamline
the menu with the usual GTK behaviour. Bert Timmerman even prepared a
patch to exclusively undo the addition of ALT-combos that may conflict
with other functions.

I set up template starter pcb files with my preferred layer stack for
two layers, four layers, and footprints. These templates also contain
DRC values and routing sizes that are adapted to the respective
application. Unfortunately, colours cannot be configured on layout
level. IMHO, the work-flow of pbc could benefit from support for
templates in the GUI.
