I just tried this - I confirm that although the key bindings say Alt+S for increase drill size it opens the Settings menu.

The alternative is to select the objects you wish to change then use the command entry.

Type a colon to open the command entry, then enter ChangeDr= illSize(SelectedPins|SelectedVias, value[, unit])
