We do the same here. As DJ said, he happily accepts new committers. However, there's some roadblock which has IMHO yet to be identified and I have no idea what this might be. Contributions do exist, they're just kept hidden. A few weeks ago I was pointed to such a remote repo and the owner, apparently one of these talented hackers, just found excuses when asked to commit his stuff. To make it even more clear: I'll help getting everything suitable into the main repository. Helper scripts, bug fixes, enhancements.
