It is heavily used by the netlisters. Not rigourously. The pcb netlister ignores it, for example. And despite a desire to have a common meaning, in actual practice, the device= value is not very reliably specified by the libraries anyway. Those that do specify it, often give wrong or overly generic values. Without a consistently adhered-to spec for what device= is, I'll stick with "do what you think makes sense".
