There is a plugin "ElementUpdate(Selected|All)" which pulls in new
footprint updates from disk.

To avoid restarting PCB to (reload the Library), there is a note in
elementupdate.c about exporting a function from buffer.h:

   * and un-comment below */
  /*clear_footprint_hash ();*/

The plugin does not preserve changed flags present on pins/pads; this
means thermals are not preserved, specifically.  With the above change
to the pcb code, you can have two PCB

The plugin is part of a forked version of Bert Timmerman's pcb-plugin

I hacked up this one, and another plugin for aligning text (AlignText
and DistributeText) to suit my purpose at the time.  "Real Soon Now"
they will be more formally introduced, but...
