Go to http://www.gedasymbols.org/user/dj_delorie/ and look for
"pcb2panel" and "panel2pcb".  They turn whole pcbs into single
elements so you can use the regular pcb move/rotate/cut/paste/etc
commands to lay them out on a panel, then populate that panel with the
whole original pcbs for fab.
