My stupid typo; I meant to say c-V.  c-V doesn't do anything after c-C on a region or symbol.

And this is completely repeatable.  Same with c-X c-V.

I don't think so.  I don't have much else going on there.  I'll try it with something completely benign in the clipboard... nope, no change.
