We just released version 4.0.0. There are several new features in the works as well. If you look at the launchpad site: https://launchpad.net/pcb you can look at the contents of the future feature release (4.1.0) to get an idea of what people are working on. If you're interested in blind and buried vias, there's a patch available that you can download here: https://bugs.launchpad.net/pcb/+bug/1656661 . You can also checkout branch LP1656661 via git instead of downloading and applying the patch yourself. I believe the patch includes some documentation about how to use the feature, just be sure that you build the docs when you build pcb.
