The gap settings only affect polygons, not traces, and only when the
polygon would normally clear the pin/pad anyway (i.e. if the poly
joins the pad, obviously it won't be affected by the clearance
settings).

Otherwise, you'd have to be a bit clearer on what you mean by "blend"
as far as which parts of the layout need changing, and what kinds of
change.
