In ~/.gEDA/gafrc, add the line:
  (load "libraries.scm")

and put something like
  (component-library "${HOME}/gaf/symbols/pushbuttons" "My buttons")
in the ~/.gEDA/libraries.scm

Using of the 'scm' extension is important.
