Arc [X Y Width Height Thickness Clearance StartAngle DeltaAngle SFlags]

DeltaAngle is 0 and 1, so arcs are very small. May be they fell on an existing track? You can manually increase their thickness, to check whether they are really not drawn by pcb.

True, such magical creation is indeed very bad. Volunteering to repeat all your work to reproduce creation of these 2 "invisible" arcs? :)
