I have done re-layout many times for my still unfinished large DSO board: Copied traces to an unused, reserved virtual layer with a pale color -- and than manually optimized redraw. It is very fast. But of course you can change size -- for traces I still recall: Select all traces you want to change, then use textual command like :changesize(selected,+1mil) I think you can use similar commands for via size or clearance, see docs.
