Looking at the ELEMENT write up in the PCB DOC, it > seems to conflict with the MARK write up in the same DOC. Is your 'RUBY and esoteric, unrelated, and useless items.' statement related to my http://www.ssalewski.de/SFG.html.en ? I really think that one is not fully useless... Are your problems related to the obsolete mark() statement in old footprint files, or to the grab mark, which is displayed on screen for each footprint. I think the last one is related to the geometric center of current footprint files. I hope DJ's comments will help you -- if not you may point us to a datasheet with the exact description of your desired footprint, maybe someone can make it for you -- at least the basic shape.
