I think his point was that it's a "traditional" 2-sided board, but
since he's home-etching and hand-soldering it, there's no point having
copper on the component side *of the pin* since he won't be soldering
it, and it's not electrically connected to the copper on the other
side anyway.

Leaving the copper annulus off the component side leaves more room for
traces between pins on the component side.

Besides, a board has two sides whether there's copper on them or not ;-)
(the usual jokes about mobius flex pcbs excepted)
