Try the Info program from this Windows port of Texinfo: http://sourceforge.net/projects/ezwinports/files/texinfo-4.13a-w32-bin.zip/download (I'd actually suggest to uninstall the Gnuwin32 port of Texinfo entirely, including makeinfo.exe, as that port is badly broken in more than one way, and use the above instead for any Texinfo-related job you might need.)
