Watt-32: 
"Note that Windows 95, 98 and ME are not supported at this time." 
So it looks like libsocket and NDIS shim are the only options for
DJGPP on non-NT Windows, unless you want to use DOS and have a
supported packet driver. 
Can DOS packet drivers can share the interface under Windows?
