Yes, except that these packages are distributed under the GNU license, while the DJGPP library only accepts code that can be distributed under a different license; GPL code cannot be used. So someone will have to come up with a different implementation and donate it to DJGPP under the DJGPP distribution terms. Of course, DJGPP users can download the above packages for their own use, install them, and then reconfigure and recompile ls.exe etc. to get binaries that do support multibyte characters in file names.
