Unfortunately, the executable sources (web2c) come in a different distribution than the latex libraries do, but you have to understand which version of the library to have with the web2c utilities you want to build. For example: pdftex and etex versions of web2c. Many components of this mass confusion come with their own set of tedious READMEs. Latex distribution is a disaster. Ben
