You, and lots of others. Unfortunately it doesn't exist, and quite probably that's because it is fundamentally impossible. DOS itself does not expect a terminal window to be back-scrollable, and will cause all kinds of strange things to happen if you try to convince it otherwise. You may have noticed that the NT console window, which usually does have scrolling capabilities, immediately loses those when you run any MS-DOS program that outputs to the screen.
