Disabling ftp and http did the trick, along with modifying a couple of routines so they didn't try to use mmap or munmap. I was sort-of expecting it to automatically disable stuff since configure correctly detected lack of resolver.h and the inet stuff. Also, for my purposes, I don't absolutely need the validation stuff - just the ability to generate and read XML files.
