It's very cheap and it works well for me. It comes in three versions: DOS/WIN3X: It uses low level services por I/O so you cannot adapt it easily for more modern OSes. WINNT/95: You can get this for use with MINGW. LINUX: The best option for DJGPP. You have to change a little in UIO.C for compatibility with locking system, but it is easy. If you want I can send mine (that file). I am only using CBT module, the ISAM engine, but it gives higher level services too.
