It's not. Only (perhaps) the RXSNTDJ part.

Yes. Skip the coding WINDOZE applications part and use DJGPP without
RSXNTDJ making DOS applications.

If WINDOZE apps are a must try MinW32 or Cygwin.

FAQ 3.6 is helpful in either case.
