IMHO the zip file name should not be changed.

OTOH, you can find the _release_ (not revision) number
in the manifest/*.ver file:

% djpm --version
fil40b GNU Fileutils 4.0 for DJGPP 2.x, release 4 (binaries)

I really appreciate that Richard does this.
