First the link really works for me. But the utility didn't work good on my computer (I'm a French speaking person and this utility doesn't work with some special characters as Hugo Simon said). And I wasn't able to do some important dos command (like change dir). You should consider this utility DosLFN (http://www-user.tu-chemnitz.de/~heha/hs_freeware/freew.html) which is fast, light (I think it uses 12 ko of memory). The zip file include a readme file which describe what works and what don't and also you get the code. It's up to date; the last update is november 2001.
