The new fileutils were built with the same library as the v2.03 refresh
distributions on clio.  clio now has the same version of fil40b.zip on
the v2.03 refresh page as Simtel does.  Simtel has the most recent versions
from the v2.03 refresh page also (so you don't have to go to clio).

All new distributions being posted on Simtel should have been built with
the refresh - but it's always OK to ask.  For example, gcc30x (and related)
zips are also Win2K ready (and only on Simtel, not on the v2.03 refresh
page).
