It may be a "feature" of the way the list is set up. When you reply to someone on this list, the default is to reply to the list - not to the individual. This is not the usual default, but the alternative is that people end up getting multiple copies of messages (one private, one public) and/or people getting private requests that should have been public. It's a tradeoff, but I think it's still the right tradeoff. You just have to be careful to check the "To:" field when you think you're replying privately to a mailing list message.
