You probably don't have a correct DOS box setup for your keyboard. I.e. the 'keyb se' or something like that is missing in autoexec.bat. The codepage stuff automatically enabled by Microsoft also tends to ruin more than it helps, and is reportedly buggy in Win98, on top of that.
