In the spirit of the OP there are two things involved here: (1) the extension: `.1l' (as given in the manpage itself) or `.1' (2) the location: `man/cat1l/*.1l' or `man/cat1/*.1l' I agree that (2) is not so important---it is variable from system to system---but (1) is something that might reasonably be fixed. Just my $0.02.
