Many DJGPP users use Emacs as their IDE. A DJGPP port of Emacs is available from the same place where you downloaded DJGPP, get the file v2gnu/emacs.README which will explain what to download and how to install. A native Windows port of Emacs is also available; see ftp://ftp.gnu.org/gnu/windows/emacs/latest/README.
