It's required by ISO C 9X (Section 7.5: Format conversion of integer types),
but it's yet to show up in various runtime libraries (eg., it's on glibc 
2.x, hpux 10.20, solaris 2.7, irix 6; it's not in MS RTL, Cygwin, djgpp, 
SunOS 4.x, hpux 9.0x, and so on).
