configure is a bash script that is included in the distribution
of most GNU packages and does make a Makefile from Makefile.in.
The configure script is generated from
configure.in using autoconf (acnf212b.zip). The Makefile.in is
often generated from Makefile.am using automake (amake14b.zip)

There is no zip containing the configure program. It should
come with your distribution and is different for every distribution.
