Okay, I changed the name of the constant MAX_CHARS, and that seemed to work.
Now I get:

FileUtils.cpp:15: no matching function for call to `ifstream::readLine (char
*&, const int &)'

at this:

ifstream in(file);
...
in.readLine(line, MAX_LINE);
