When setting up DJGPP do not put in in any other directory except
c:\djgpp. DO NOT PUT it in c:\development\djgpp. The  djgpp.env will not
find any of the files it needs and will not work. See the README.1St
file. Set all files to 
SET DJGPP=C:\DJGPP\DJGPP.ENV
SET PATH=C:\DJGPP\BIN;%PATH%

This should clear up your problem.
