If you compile programs with it, those programs remain your propierty, and you can distribute them or sell them as you want. If you want to distribute lcc-win32, you should contact the author. Unauthorized distribution is an infringement of my copyright. The reason is that I want that the final user receives always the latest package, with the latest updates.
