The library is called Turbo Vision and it was built by BORLAND. 

You can get the sources from simtel as 
<ftp://ftp.simtel.net/pub/simtelnet/gnu/djgpp/v2tk/tv109s.zip>

If you can't get it from SIMTEL try downloading from 
<http://members.xoom.com/stropea/tvision.html> the homepage 
for the DJGPP port of turbovision.


There also is a HOWTO on  Turbo Vision at

which contains all  the detail's on compiling and installing 
turbovision.
