Did you try GDBM? It's GNU software, so available on any Unix platform, and its DJGPP port is in v2gnu/gdbm173b.zip. (A new version was released lately, but it hasn't been ported to DJGPP yet.) I have no idea if GDBM suits your needs, but it should be simple to find out.
