The symbol is called diaeresis, and it means that a vowel
should be pronounced as a diphthong (separately)
rather than as a digraph (ai = French 'eh' sound).

reënforce (now reinforce)
reëntrant (what DOS is not)
It is typically placed above e and i, which form the minor
partner in a digraph.

The umlaut, on the other hand, is placed over an a, o, or u
to mix the sound with a slight 'e' sound. For example.
Führer (leader) can also be spelled Fuehrer. (No offense.)
