You don't need Windows 98 to get to DJGPP. Just go to the c:\djgpp from the MS-DOS prompt icon in the "Programs" menu. Type RHIDE and it should go to the "text editor" you're talking about. If you don't have RHIDE and would like to get a copy of it (you must have one), just read the faq in c:\djgpp\faq\djgppfaq.txt.
