It is better to include the sources.  You can put them in compressed
form, if space is a problem.

One disadvantage of not including sources is that when new releases
replace old ones, the sources for the old versions might not be
available anymore on those sites whose URLs you mention in the docs.

AFAIK, Cygwin software is under GPL, so the conditions of GPL apply to 
it.
