I would suggest taking Linux and modifying it's user interface to
retain the original feel of dos, then embed it's DOS Emu to run dos
progs
(the kernel should be heavily modified to support low level dos progs
like NDD, SD, Disk Edit and others). Or will it be too much work?
Also you could contact with makers of Free DOS :).
