Do you mean the 'idle' measurement thingy? Cause that doesn't really have anything to do with refreshing the display. The only way I know of speeding up the refresh in Win9x is to hold down a key (like Right control). I think it will be at least 1.5 (and at most 4) years before it is clear what needs to be done. I've recenly poked my head at CygWin, and my _very_ limited view of it impressed me.
