The original question was asked in the context of DJGPP.  DJGPP
programs support both MS-DOS and Windows (as console applications).
Windows NT has a lot of incompatibilities with DJGPP, that's why this
thread started.

In other words, you can use DJGPP tools on Windows 9X, not only on
DOS.  NT is another matter.
