I think it would be _quite_ easy to port hardware acceleration for the voodoo series as it has source freely available, and so mesa under linux has hardware acceleration for it. If you fancy writing acceleration for any other cards then look at XFree86 V 3.9x as that is meant to build hardware acceleration for graphics cards into the xserver.
