Why don't just try both. Download one, read docs, configure it, use for a while
and then try the other.
RHIDE is an IDE for djgpp and Linux supporting many GNU compilers. Emacs is an
all in one editor (mailer, broser, etc.). Each have good and bad point, just
take a look.
