I'm not aware of whether this has been done (ever). Anyway you're in for a bumpy ride. Easiest would be to borrow someone else's Linux CD, and reinstall. Or perhaps download a distribution from the net (with debian a bunch of setup disks and the compiler and binutils .debs should be sufficient). Regarding CGI: I thought that was done in perl?
