For a while it was indeed so. One problem is that nobody gets notified when a bug report is submitted, and it's easy to forget to go to that URL when you have plenty of things to do... All the bug reports were reviewed as part of v2.03 preparation. Many were solved and marked fixed, those which aren't bugs, or don't pertain to the core DJGPP distribution, were simply closed.
