Because this is a complicated task which calls for a dedicated team of programmers to do right. Since nobody besides the author of RSXNT has volunteered to sit down and do that, and since a number of free Win32-based development environments already exist (see section 3.6 of the FAQ), it seems like a waste of effort to try to reinvent RSXNT. If you think DJGPP should support Win32, I would suggest to put your efforts into improving RSXNT instead of reinventing it.
